The Michigan Medical Marihuana Program is reviewing these recently passed legislative bills and is working to implement the changes in accordance to the bills.

HAS BEEN IN EFFECT SINCE DECEMBER 27, 2012!!! - Requires registered medical marijuana patients to transport their marijuana within a sealed container and in the trunk of their vehicle. If the vehicle does not have a trunk, the marijuana must be stored in a locked container out of reach from the patient.  This bill would make it a misdemeanor, punishable by imprisonment for up to 93 days and a fine of up to$500, or both, to transport useable marijuana in a vehicle unless it is enclosed in a case that is either carried in the trunk or, if the vehicle does not have a trunk, is otherwise inaccessible from the interior of the vehicle.
Goes into effect APRIL 1st, 2013- Allows state and local law enforcement officials to confirm whether or not an individual is a registered cardholder if the officer or official
provides the Licensing and Regulatory Agency (LARA) with a person’s name as well as either their date of birth or
 address and the officer or official has probable cause to believe there’s been a marijuana-related violation of law.  The bill would also require patients to submit two identical passport-style photos with their registry application, as well as photos of their caregiver if their application names one. It would then require LARA to include photos on ID cards.  In an effort to reduce the application-processing burden on LARA, the bill extends the expiration date of ID cards from one year after issuance to two years.
Goes into effect APRIL 1st, 2013- Creates and defines a “bona fide physician patient relationship” and mandates that patients and recommending physicians have such a relationship before the physician can provide the patient with a written certification needed to qualify
 for a registry ID card. The bill requires recommending physicians to review the patient’s medical records, complete an in-person examination, create and maintain records of the patient’s condition in accordance with accepted standards,
have a reasonable expectation to provide follow-up care and monitor the efficacy of the use of marijuana, and, if the patient approves, contact the patient’s primary care physician to notify her or him of the patient’s condition and certification for the use of marijuana.  Recommending physicians must attest to having met these requirements in the written certification.  The bill also modifies the definition of “enclosed, locked facility” where a patient or caregiver can grow
marijuana to clarify that the space be “stationary and fully-enclosed.” A second clause would also be added specifying that marijuana can be grown outdoors in a fully
 enclosed space equipped with functioning locks or other security devices permitting access to the cardholder growing the plants. Plants could permissibly be transported by vehicle
 only if the new location is to be a permanent one and only the cardholder growing the plants is in the vehicle.
